Das Rathaus am Geistmarkt wurde 1938/39 im neogotischen Stil erbaut, im Krieg zerstört und nach altem Vorbild wieder errichtet. In seinem Ratssaal befindet sich der Emmericher Gobelin, ein Wandteppich, der aus niederrheinischen Naturprodukten gefertigt worden ist und die in Emmerich ansässige Industrie darstellt. Der bekannte Emmericher Künstler Bernd Terhorst (gest. 1986) entwarf 1940/41 diesen Gobelin, seine Ehefrau Elisabeth (gest. 1956) führte die Webarbeiten aus. Erst nach 10 Jahren Wirkwerk – mit einer kriegsbedingten Unterbrechung – konnte man das Prachtstück seiner Bestimmung übergeben.
