Este parque lleva el nombre de Juan Franco Martínez , conocido como Juan de la Plata , que nació en Jerez de la Frontera el 1 de mayo de 1932.
De niño, escribió a mano colecciones de poesía , cuentos y obras de teatro, así como revistas para niños. Comenzó publicando artículos sobre flamenco y otros temas culturales e informativos en el diario jerezano "Ayer" . En la década de 1940 fundó la Peña Artística y del Folklore , origen de la Cátedra Andaluza de Flamenología y Folklore , que fundó en septiembre de 1958 con Manuel Pérez Celdrán, Manuel Ríos Ruiz y Esteban Pino.
A finales de los años 50 emite en Radio Jerez su programa "Cante Jondo" . En los años 60 produjo varios programas de flamenco para Radio Popular de Jerez y, desde la aparición del Diario de Jerez en 1984, se dedicó a la crítica flamenca en este periódico hasta su muerte.
El parque fue remodelado en 2022; Se están construyendo campos deportivos, parques infantiles y áreas de picnic.
