Le projet Schwalbe I était l'un des plus grands projets de construction secrets du relogement U du Troisième Reich. Le bâtiment portant le nom de code original "Eisenkies" est l'un des plus grands systèmes de tunnels du Sauerland et est situé à l'extrémité est de la zone urbaine actuelle de Hemer, à la frontière avec la zone urbaine actuelle de Menden près d'Oberrödinghausen. Dans le cadre du programme Geilenberg visant à sécuriser l'industrie pétrolière, vitale pour la guerre, de la destruction totale due aux raids aériens alliés, les travaux ont commencé à la fin août 1944 sur la construction de ce gigantesque système de tunnels dans la vallée cachée de Hönnetal du Sauerland dans la carrière Emil 1 des Rheinisch-Westfälische Kalkwerke.
