Flensburg ist eine große kreisfreie Mittelstadt im Norden Schleswig-Holsteins. Nach Kiel und Lübeck ist Flensburg mit rund 90.000 Einwohnern die drittgrößte Stadt des Bundeslandes, die größte im Landesteil Schleswig und die nördlichste kreisfreie Stadt Deutschlands.
Als Zentrum der dänischen Minderheit in Südschleswig nahm Flensburg nach der Volksabstimmung in Schleswig 1920 und den Bonn-Kopenhagener Erklärungen von 1955 eine Vorreiterrolle für die Anerkennung nationaler Minderheiten ein, abgedeckt durch eine Vielzahl dänischer Institutionen. Von einem nicht geringen Teil der nach eigenen Angaben rund 96.920 Einwohner werden außer Deutsch und Dänisch noch Plattdeutsch und Petuh gesprochen.
