La primera piedra de Parque Colon fue colocada el doce de octubre de mil ochocientos noventa y dos. Justamente al filo del cuarto siglo de la efemérides grandiosa. su historia en mucho tiene que ver en relación a un gran evento - digamos - "Continental, por cuya programación ha sido soslayado. En realidad aludiendo estamos al cumplimiento del quinto siglo del descubrimiento " de América " por el Almirante Cristóbal Colon y Fontanarosa.
El plano del Parque Colon fue obra del ingeniero belga don Luis Bogaert, quien no cobro por ese trabajo.
