Ce monument est situé dans le parc des 7 heures à Spa.
Il a été fondé en 1900 par la société Spa-Attractions. C'est un hommage aux concepteurs des promenades et des fontaines de la ville de Spa. Le cadre en marbre sculpté faisait partie du mémorial offert en 1718 par le tsar Pierre le Grand .
