La cittadina di Hörstel si trova all'estremità nordoccidentale della Foresta di Teutoburgo. L'area urbana, situata nel distretto di Steinfurt/Germania, nel Land della Renania Settentrionale-Vestfalia, è anche assegnata alla regione di Tecklenburger Land. È stata formata il 1° gennaio 1975 dalle precedenti comuni autonome di Hörstel, Riesenbeck, Dreierwalde e dalla città di Bevergern.
