Monaco, het kleine prinsdommetje aan de Middellandse zee zit in de 19de eeuw in zak en as. De familie Grimaldi haalt zijn inkomsten uit olijfolie en fruit, maar dat stelt niet veel voor. Na een bezoek aan het Hessische kuurstadje Bad Homburg met zijn plaatselijk casino, ziet prinses Caroline het licht voor een nieuwe toekomst én een bron van inkomsten voor Monaco. Ze ziet hoeveel geld er over die tafels in Duitsland schuift, en overtuigt haar familie dat men iets moet doen met casino's in Monaco. Maar nog sterker. Ze weet een aantal investeerders te overtuigen voor haar plan. En niemand minder dan de latere paus Leo XIII, toen nog kardinaal van Pecci zet mee zijn centen in.
