Va ser fundada l'any 1900 per l'empresa Spa-Attractions. És un homenatge als dissenyadors dels passeigs i fonts de la ciutat de Spa. El marc de marbre tallat formava part del monument donat el 1718 pel tsar Pere el Gran .
