Pasaia és un municipi de Guipúscoa, de la comarca del Donostialdea. Està format per quatre barris o districtes situats entorn de la ria i port del mateix nom. Dos dels districtes de Pasaia formen un continu urbà amb els barris orientals de la ciutat de Sant Sebastià, sent-ne en la pràctica una prolongació. Com més clar exemple d'això hi ha carrers com Azkuene o Eskalantegi, en les quals una vorera pertany a Sant Sebastià i l'altra a Pasaia.
