Mandal és un antic municipi situat al comtat de Vest-Agder, Noruega. Té 15.529 habitants i té una superfície de 222 km². El centre administratiu del municipi és el poble homònim. És la segona ciutat més gran de Vest-Agder després de Kristiansand, i la quarta ciutat més gran de Sørlandet. Mandal és la ciutat més austral de Noruega.
La ciutat és travessada pel riu Mandalselva, un riu ple de salmons que desemboca als afores de la ciutat. El centre històric de Mandal té moltes petites cases de fusta pintades de blanc, la qual cosa és típica a les ciutats de la costa sud de Noruega.
