I slutningen af det 19. århundrede havde kong Leopold II planer om at udvikle hovedstaden til en by, der skulle være en ligeså stor by som Paris. På det sumpede område, som Borgergarden brugte til skydetræning, blev der anlagt en park med nogle udstillingshaller.
Museet blev grundlagt i anledning af verdensudstillingen i 1910 og i 1923 flyttet ind i en bygning i Jubelparken.
