Die Stadt Kempen liegt am Niederrhein im Westen Nordrhein-Westfalens und ist eine Mittlere kreisangehörige Stadt des Kreises Viersen im Regierungsbezirk Düsseldorf und gehört zur Metropolregion Rhein-Ruhr. Kempen ist im Landesentwicklungsplan NRW als Mittelzentrum ausgewiesen.
Kempen liegt auf einer flachen Mittelterrasse, der so genannten Kempener Platte, mitten in der Niederrheinebene. Die Terrasse ist mit einer dicken Lössschicht bedeckt, die die landwirtschaftliche Nutzung des Bodens begünstigt. Die höchste Erhebung im Stadtgebiet ist mit 68 m ü. NHN der Wartsberg auf dem Niederrheinischen Höhenzug, eine eiszeitliche Moräne nahe dem hügeligen Stadtteil Tönisberg; tiefster Punkt im Stadtgebiet ist mit 30 m ü. NHN das Gebiet des Baches Schwarze Rahm in der Niederung der Niers.
