Este monumento se encuentra en el parc des 7 heures de Spa.
Fue fundado en 1900 por la empresa Spa-Attractions. Es un homenaje a los diseñadores de los paseos y fuentes de la ciudad de Spa. El marco de mármol tallado formaba parte del monumento donado en 1718 por el zar Pedro el Grande .
