Il campo di concentramento di Neuengamme fu organizzato il 13 dicembre 1938 in una fabbrica di mattoni in disuso a Neuengamme, un sobborgo a sud-est di Amburgo e fu operativo fino al 4 maggio 1945, inizialmente come dipendenza del campo di Sachsenhausen poi trasformato nell'estate del 1940 in campo di lavoro indipendente con più di 85 campi esterni annessi. Creato in origine principalmente per l'internamento di oppositori politici, dal 1937 furono internati anche «ebrei, zingari Sinti e Rom, omosessuali, Testimoni di Geova, e presunti "asociali" e "criminali".»
Nel 1938 la Deutsche Erd- und Steinwerke cominciò le trattative con la città di Amburgo per l'acquisto di una fabbrica di mattoni in disuso e del terreno circostante nel sobborgo di Neuengamme. Il 12 dicembre del 1938 il campo entrò in attività con i primi 100 prigionieri provenienti dal campo di Sachsenhausen sorvegliati da 40 guardie provenienti da Buchenwald.
