La Repubblica Popolare Ucraina , nota anche come Repubblica Nazionale Ucraina, fu una repubblica fondata nel territorio della moderna Ucraina a seguito degli eventi della Rivoluzione russa grazie all'opera di Symon Petljura.
Dopo lo scoppio della Rivoluzione di febbraio, il 17 marzo 1917 venne istituita a Kiev la Central'na Rada , un corpo rappresentativo a maggioranza socialista per il governo della regione ucraina in stretta connessione con i soviet di stampo russo. A capo del consiglio venne posto il noto storico Mychajlo Serhijovyč Hruševs'kyj.
Durante gli accesi combattimenti a Kiev tra i sostenitori del governo provvisorio russo e dei bolscevichi, la Central'na Rada offrì il suo appoggio a questi ultimi.
