Martakert is een stad in Nagorno-Karabach, een gebied dat formeel behoort tot het grondgebied van Azerbeidzjan. De facto gedraagt Nagorno-Karabach, hoewel niet erkend door de internationale gemeenschap, zich als een onafhankelijke republiek , waarbij sprake is van Armeense invloed op het bestuur.
Martakert ligt in het gewest Martakert van Nagorno-Karabach. Volgens de bestuurlijke indeling van Azerbeidzjan ligt de stad in het district Tərtər. De stad telt ongeveer 4200 inwoners.
