Hoei is een Belgische stad en gemeente, gelegen aan de samenvloeiing van de rivieren de Maas, de Hoyoux en de Mehaigne, in het arrondissement Hoei in de provincie Luik. Hoei telt ruim 21.000 inwoners.
De eerste nederzetting op de locatie van de huidige stad Hoei ontstond rondom een Romeins castrum op de rechteroever van de Maas. Eén van de eerste christelijke missionarissen in het gebied was in de 6e eeuw Domitianus van Hoei, volgens de legende bisschop van Maastricht, die in Hoei begraven is . De oudste schriftelijke vermelding van Hoei dateert uit de 7e eeuw.
