In 1936 bood het Duitse Rijksluchtvaartministerie (RLM) ondersteuning aan Felix Wankel om een functionerende motor met roterende zuiger te vervaardigen. Het RLM had hier grote belangstelling voor omdat ze sterk bezig waren een luchtmacht uit te bouwen die later zou gebruikt worden in WO II. Dankzij deze steun kon Felix Wankel een groter laboratorium bouwen, de Wankel Versuchswerkstatt in Lindau nabij het Bodenmeer. Tijdens de Tweede Wereldoorlog kon Wankel dankzij de rijkssteun doorgaan met zijn onderzoekswerk. In 1945 werd zijn laboratorium door de geallieerden ontmanteld. Pas in 1951 hervatte de onderzoeker zijn experimenten, ditmaal in zijn eigen huis te Lindau, waar hij de Technische Entwicklungsstelle (TES) oprichtte.
