Het eiland Ventotene is een icoon voor de EU, maar dat is bij weinigen gekend. Het eiland was de gevangenis voor Altiero Spinelli, een Italiaanse communist die in de eerste helft van de 20ste eeuw verbannen werd door de fascisten. Hier schreef Spinelli een manifest, dat je met wat goede wil de eerste grondwet van Europa kan noemen. Spinelli dacht na over hoe je vrede in Europa zou kunnen krijgen, en kwam tot de conclusie dat dit enkel kon in een verenigd Europa zonder grootmachten. Interessant om weten is dat hij dat manifest op sigarettenblaadjes schreef. En dat manifest werd door de vrouw van een medegevangene naar het vasteland gesmokkeld.
