Terni és una ciutat d'Itàlia a la regió d'Úmbria, província de Terni, de la qual és la capital. La comuna té una superfície de 211 km² i és a 130 metres sobre el nivell del mar. Té uns 110.000 habitants. El seu patró es Sant Valentí el 14 de febrer.
La regio fou poblada pels naharquis, d'ètnia umbre. Fundada vers el segle VII aC fou conquerida al segle iii aC pels romans sense que el fet aparegui esmentat , i va esdevenir municipi amb el nom de Interamna però va conservar el seu antic nom de Nahars al darrere del nom llatí. La primera menció de la ciutat és de quan ja era municipi, en temps de Mari i Sul·la en què les seves terres foren confiscades per Sul·la i repartides entre els seus soldats. Es va recuperar i Ciceró la torna esmentat com a lloc important .
