Byen Witten ligger i sydøst for Ruhr-området i delstaten Nordrhein-Westfalen og er en stor by knyttet til Ennepe-Ruhr-Kreis i regeringsdistriktet Arnsberg.
Indtil 1974 var Witten en selvstændig by. I forbindelse med omstruktureringen i 1975 blev den indlemmet i Ennepe-Ruhr-Kreis, hvilken største by den er i dag. Samtidig opnåede den status som storby, som den bevarede indtil begyndelsen af 2007.
