Infolge der Annexion der Lombardei vom Lombardo-Venetischen Königreich zum Königreich Sardinien wurde das Rattazzi-Dekret erlassen, das die Verwaltungsstruktur des Königreichs reorganisierte, das in Provinzen unterteilt war, die wiederum in Kreise unterteilt waren.
Der Kreis Voghera wurde als Unterteilung der Provinz Pavia geschaffen; das Gebiet entsprach dem der aufgehobenen Provinz Voghera des Königreichs Sardinien, die zur Division Alessandria gehörte.
