El tribunal regional de Verden es uno de los seis tribunales regionales en el distrito del tribunal de apelación de Celle, junto con los tribunales regionales de Bückeburg, Hannover, Hildesheim, Lüneburg y Stade. Tiene su sede en Verden.
En el marco de la reforma judicial en el Reino de Hannover, se estableció en Verden en 1852 un tribunal superior, el tribunal superior de Verden. Después de que en 1877 se aprobara la ley de organización judicial en el Imperio Alemán, se distribuyeron las sedes de los nuevos tribunales regionales. Un primer borrador preveía a Stade en perjuicio de Verden. Tras un exitoso cabildeo de algunos ciudadanos de Verden, finalmente se decidió establecer un tribunal regional tanto en Stade como en Verden. Por otro lado, Nienburg, otro competidor por la sede del tribunal, perdió su antiguo tribunal superior y fue agregado al distrito del tribunal regional de Verden.
