Le Duché de Courlande et Sémigalle constitue une tentative d'établissement d'un État-client de l'Empire allemand, sur un territoire correspondant approximativement au Duché de Courlande des XVIe et XVIIe siècles. Le Duché est proclamé le 8 mars 1918 sur le territoire du Gouvernement de Courlande, territoire de l'Empire russe occupé par les troupes allemandes lors de la Première Guerre mondiale. Mais la déclaration d'indépendance de la Lettonie, le 7 décembre 1918, remet en cause son existence.
