Louvain-la-Neuve è una rivoluzione in Belgio dal punto di vista urbano. Il ciclista e il pedone sono al centro. Curiosamente, e ironicamente, è stato l'architetto americano Victor Gruen a essere inizialmente contattato per progettare Louvain-la-Neuve. Fortunatamente, ciò non è accaduto. Gruen è il padre spirituale del centro commerciale. Ma noterete che l'architettura della città emana un'atmosfera particolare. Pascal Verbeken riassume bene la situazione: « Quando sono arrivato qui, la città sembrava un set di film prefabbricato, come se un camion potesse passare in qualsiasi momento per caricare le false facciate. L'architettura sembrava essere un incrocio tra Bruparck e una città commerciale olandese.
