De stad ligt aan het noordwestelijke uiteinde van het meer van Luzern, waar het water uit het meer weer in de rivier de Reuss stroomt. De stad is het economische en culturele centrum van Binnen-Zwitserland (of Centraal-Zwitserland). De Reuss verdeelt de stad in de oudstad en het nieuwe gedeelte. De oudste, overdekte houten brug van de wereld (Kapellbrücke) met de watertoren en de Spreuerbrücke verbinden de oude en nieuwe stad. De ligging tussen het meer en de bergen (Pilatus en Rigi) is schilderachtig en zorgde voor een sterke ontwikkeling van het toerisme, al sinds 1840.
Luzern werd als stad de eerste keer genoemd in 840 als Luciaria. Door de opening van de Gotthard-Pas in de 13e eeuw werd de stad een belangrijke handelsstad. De geschiedenis van de stad is beschreven als onderdeel van de geschiedenis van het kanton Luzern.
