Rheine is een stad en gemeente in de Duitse deelstaat Noordrijn-Westfalen, gelegen aan de Eems in de Kreis Steinfurt. Rheine grenst in het noorden aan de deelstaat Nedersaksen. De gemeente telt 76.123 inwoners op een oppervlakte van 144,86 km².
De stad is officieel verdeeld in 19 stadsdelen. De stadsdelen zijn bestuurlijk van weinig betekenis. Er zijn 11 adviseurs, die het gemeentebestuur met raad en daad bijstaan, zgn. Stadtteilbeiräte. Dezen vertegenwoordigen één of meer stadsdelen.
