De Universiteits- en Staatsbibliotheek Düsseldorf is een centrale dienstinstelling van de Heinrich Heine Universiteit. Samen met Bonn en Münster is het ook een van de drie Staatsbibliotheken van Noordrijn-Westfalen.
Van 1965 tot 1969 heeft de Universiteits- en Bibliotheek Düsseldorf zich geleidelijk ontwikkeld uit de Medische Academie in Düsseldorf. Er is geen echt oprichtingsjaar van de ULB, maar de eerste steen voor een geïntegreerd bibliotheeksysteem werd gelegd toen de voormalige Staats- en Stadsbibliotheek van Düsseldorf in 1970 door de universiteit werd overgenomen en werd samengevoegd met de Centrale Bibliotheek van de voormalige Medische Academie.
