Aquest memorial de guerra de Dinant commemora les víctimes del 23 d'agost de 1914 . El diumenge 23 d'agost de 1914, els alemanys van cometre els actes de violència més horribles contra la població civil i la majoria dels edificis de Dinant van ser destruïts. Un total de 674 habitants, entre dones, ancians i nens, són assassinats pels alemanys.
En aquest lloc anomenat Mur Tschoffen pel nom del propietari, 116 civils van ser assassinats pels granaders de la Unitat 100 de la Guàrdia Saxona.
