Le roi local Cottius se déclare allié de Rome avant d’en devenir un préfet, la soumission est commémorée par cet arc en 8 après JC.
Ancienne ville romaine, Susa se trouve au débouché italien de la route du col du Mont-Cenis et de la route du Mongenèvre. De nombreux vestiges romains y subsistent encore : enceinte, thermes, aqueduc, arènes et arc d'Auguste. La ville elle même a gardé un patrimoine moyenageux important. Idéalement placée à l'entrée de l'Italie par le Piémont, Susa détenait une situation stratégique.
