Het Hoog Commissariaat voor de Mensenrechten is het departement van de Verenigde Naties dat zich inzet voor promotie en bescherming van de mensenrechten die worden gewaarborgd door het internationale recht en vastgelegd in de Universele Verklaring van de Rechten van de Mens van 1948. Het wordt geleid door de hoge commissaris voor de Mensenrechten. In het Engels worden zowel de organisatie als de persoon aangeduid met dezelfde titel: United Nations High Commissioner for Human Rights, de kortere versie Office of the High Commissioner for Human Rights of de afkorting OHCHR. Het werd opgericht door beslissing van de Algemene Vergadering van de Verenigde Naties op 20 december 1994 en dit na de World Conference on Human Rights die doorging in Wenen van 14 tot 25 juni 1993.
Het bureau wordt geleid door de hoge commissaris voor de Mensenrechten, die de mensenrechtenactiviteiten in het hele United Nations System coördineert en fungeert als het secretariaat van de Mensenrechtenraad in Genève, Zwitserland. Sinds 2018 is de hoge commissaris Michelle Bachelet uit Chili, die op 1 september 2018 Zeid Raad Al Hussein van Jordanië opvolgde.
