El congrés de Viena fou una conferència entre ambaixadors de les majors potències d'Europa que va ser presidit per l'estadista austríac Klemens Wenzel von Metternich. Va tenir lloc a Viena , de l'1 d'octubre de 1814 al 9 de juny de 1815.
El seu propòsit era redibuixar el mapa polític del continent després de la derrota napoleònica francesa de la primavera prèvia, i intentar controlar i eliminar les revolucions liberals que es pogueren produir mitjançant l'establiment de tot un seguit de monarquies absolutes arreu d'Europa.
