L'obra va ser col·locada el 1988 amb motiu del 45è aniversari de Chiro Inzet , el moviment juvenil local.
El nom "Anzie Seppe" fa referència a un personatge típic del poble ia un sobrenom de Basilea que s'usava popularment per designar un nen entremaliat i juganer, el tipus de murri que tots coneixíem en la nostra joventut.
L'escultura de bronze d'un nen chiro que xiulava i marxava , vivaç i ple de moviment: un símbol brillant de joventut i entusiasme al cor de Basilea.
L'estàtua és de Frieda Mariën , nascuda a Malines el 29 de maig de 1938.
