El senzill parc, construït originàriament a finals del segle XVIII , va ser ampliat diverses vegades a partir de 1854. El motiu de l' expansió va ser l' epidèmia de còlera que va afectar el Cadis en aquell moment. Volien donar feina a totes les persones que ho necessitaven i havien de trobar feina .
Un dels indrets més importants del parc és la Gruta , un llac amb un salt d'aigua on conviuen diferents espècies d'ocells.
El parc conté algunes espècies vegetals interessants de diferents orígens, que el converteixen en un autèntic jardí botànic . Es poden comptar més de 100 espècies diferents d'arbres i arbustos, moltes de les quals pertanyen a espècies que no es troben en altres parcs o jardins de la ciutat.
Alberga una sèrie de petits monuments , entre ells els en honor de José Celestino Mutis i José María Permán, així com la famosa Font dels Nens Paraigua.
