I 1580'erne generobrede den spanske konges hær de oprørske sydnederlandske regioner. Men nogle byer fortsatte med at yde modstand. Af disse genstridige enklaver var Oostende den mest berygtede. Fra kystbyen drog sørøvere og grupper af soldater dybt ind i det flamske indland for at plyndre og pålægge månedlige skatter, de såkaldte ‘bidrag’, til landsbyerne. Oostende fik hurtigt ry for at være en skadelig ‘cancer’.
