Jean-Baptiste Julien d'Omalius d'Halloy, født i 1783 og død i 1875 i en alder af 91 år, er kendt og anerkendt af sine fagfæller som den første person, der geologisk kortlagde det franske imperium.
Han spillede også en vigtig politisk rolle på lokalt niveau (borgmester i Skeuvre og derefter Braibant), provinsniveau og derefter nationalt niveau (guvernør i provinsen Namur, statsråd, senator, første næstformand for Senatet).
