Borgen Cloppenburg er en forladt, middelaldersk borg i grevskabet Tecklenburg i centrum af Cloppenburg i Landkreis Cloppenburg i Niedersachsen lige syd for Soeste.
Cloppenburg skulle tjene greverne af Tecklenburg til at sikre deres nordlige herskabsområde. I første halvdel af det 13. århundrede opstod der oprindeligt nær bosættelsen Krapendorf i Soesten lavlandet på en gård i Hemesburen et beskyttet hus omgivet af en vandgrav. Før 1297 blev dette erstattet af en vandborg, der første gang blev omtalt i forbindelse med et grundbytte den 5. januar 1297.
