Bunkeren Kolkwitz ved Cottbus blev opført omtrent samtidig med bunkeren Cölpin ved Neubrandenburg i midten af 1960'erne. Det må antages, at væsentlige erfaringer fra byggeriet af den første bunker opført i DDR, Kagel, blev inddraget i projektet. Begge bunker er både konstruktionelt og i funktion og formål identiske. De fungerede som operationscentre for luftstyrkerne/luftrafikforsvaret i DDR. Målene for bunkerne var 42,5 × 18 m, og de bestod af tre underetager.
Deres beliggenhed er ca. 12 kilometer vest for Cottbus i kommunen Kolkwitz, i udkanten af erhvervsområdet "Am Technologiepark". Adgangen sker via A 15 til tilslutningspunktet Cottbus Vest eller via B 115 Vetschau–Cottbus.
