Provinsen blev oprettet efter Congressen i Wien den 30. april 1815. Dette gav Frederik Wilhelm III også titlen storhertug af Nedre Rhin. Storhertugdømmet omfattede i bund og grund de i 1803 tilføjede områder til Preussen langs Rhinen, Kurfyrstendømmet Trier, dele af Luxembourg og Limburg, Manderscheid, Malmedy, områder fra Pfalz og nogle mindre områder.
Provinsen blev den 22. juni 1822 slået sammen med provinsen Gulik-Kleef-Berg til Rhinprovinsen.
