Tortona er en by og kommune i den italienske region Piemonte, i provinsen Alessandria. Kommunen har cirka 27.000 indbyggere.
Byen ligger på den højre bred af floden Scrivia. Ligurierne beboede dette sted nær Appenninerne allerede i det syvende århundrede før Kristus. I år 120 før Kristus blev det erobret af romerne, der kaldte det Colonia Julia Dertona. Det var en af de første romerske kolonier i den vestlige del af Po-sletten. Stedet blomstrede op og blev et vigtigt landbrugs- og handelscenter. Dertona lå også særligt gunstigt i forhold til de romerske veje; Via Emilia Scaura og Via Postumia smeltede på dette punkt sammen til Via Julia Augusta. Efter det romerske riges fald blev Tortona et vigtigt religiøst centrum. I det andet århundrede blev Bisdom Tortona grundlagt.
