Statsrådet blev oprettet i 1856 og består af 21 medlemmer. Statsrådets opgave er at rådgive storhertugen, statsoverhovedet i Luxembourg. Før han underskriver et lovforslag, der er vedtaget af Deputeretkammeret, forelægger han det for Statsrådet. Medlemmerne udpeges af storhertugen, men foreslås af regeringen og kammeret.
