Askeran ist eine Provinz der De-facto-unabhängigen Republik Arzach. Sie liegt im Zentrum des Landes und umgibt die Hauptstadt Stepanakert im Norden, Osten und Süden. Die Provinz entspricht dem aserbaidschanischen Bezirk Xocalı. Von 1994 bis 2020 waren ihr Teile des aserbaidschanischen Bezirks Ağdam einschließlich der derzeitigen Geisterstadt Ağdam angegliedert worden, die bis zum Krieg um Bergkarabach 2020 von Arzach kontrolliert wurden. Ebenfalls 2020 wurden im Süden der Provinz einzelne Ortschaften von Aserbaidschan erobert.
Die Provinz hatte 2005 eine Fläche von 1.222 km² und 16.979 Einwohner. Die Bevölkerungsdichte ergibt sich daraus mit 13,9 Personen pro Quadratkilometer. Durch den Verlust der Gebiete im Westen und Süden sowie Flucht in Folge des Krieges sind beide Zahlen heute geringer. Hauptstadt ist das gleichnamige Askeran.
