Durch den Bau der Überdachungen an den Scheldekais ca. 1884 wurde die Schelde den Blick der Spaziergänger entzogen. Bereits im April 1879 wurde dies von dem Abgeordneten De Decker angedacht, der der Kammer die Idee vorschlug, entlang der Schelde Spazierterrassen auf Säulen zu errichten, nach dem Vorbild von Genua.
