A través de la construcción de los techos en los muelles del Escalda alrededor de 1884, el Escalda fue ocultado a la vista de los paseantes. Ya en abril de 1879, el representante del pueblo De Decker lo previó, sugiriendo en la Cámara la idea de construir terrazas para caminar a lo largo del Escalda sobre columnas, siguiendo el ejemplo de Génova.
