A causa della costruzione delle coperture sulle banchine del fiume Schelda intorno al 1884, il fiume Schelda venne nascosto alla vista dei passeggiatori. Già nell'aprile del 1879, il deputato De Decker aveva previsto questo, suggerendo alla Camera l'idea di costruire terrazze pedonali su colonne lungo il fiume Schelda, seguendo l'esempio di Genova.
