Der Vicomte residierte in diesem Landhaus der Brugse Vrije.
Die Brugse Vrije war die größte Viscounty in der Grafschaft Flandern. Es umfasste die Region um Brügge, begrenzt von der Nordsee , der Westerschelde und der Yser und wurde im zehnten Jahrhundert gegründet.
Das Gebäude besteht aus 2 Teilen : rechts das reich verzierte alte Standesamt aus dem 16. Jahrhundert und links das klassizistische alte Gerichtsgebäude aus dem 18. Jahrhundert. Im Ratssaal befindet sich der monumentale Keizer-Karel-Kamin aus dem 16. Jahrhundert aus Eiche, Marmor und Alabaster, der von Lanceloot Blondeel entworfen wurde. Zusammen mit den Gemälden, Wandbespannungen und der Decke fungierte es als Machtsymbol der Habsburger.
