Ihre Aufgabe ist die Entwicklung eines nachhaltigen Zivilschutzes.
Die ICDO ist aus der Association Internationale des Lieux de Genève hervorgegangen, einem im Jahr 1931 von dem französischen Chirurgen Georges Saint-Paul gegründeten Verein in Paris .
