Gemeinsam mit den Fachleuten der in Rhede ansässigen Firma für optische Präzisionsgeräte "Meade Europe" wurde im Dezember 2002 eine Volks- sternwarte für Borken geplant.
Bereits im Mai 2003 konnte die "Josef-Bresser-Sternwarte", dank der Unterstützung von Herrn Bresser und der Stadt Borken, eingeweiht werden. Seitdem wird an der Josef-Bresser-Sternwarte in Borken (Hoxfeld) bei klarem Wetter der Himmel beobachtet.
