Nach der Eroberung der Stadt Málaga mussten die Probleme, die in der Stadt von organisatorischer, sozialer und wirtschaftlicher Natur auftraten, wie die Verteilung von Land und städtischen sowie ländlichen Häusern oder Erbschaften, angegangen werden. Am 7. September 1487 begann, dank einer Urkunde, die Verteilung von Land, Häusern und die Organisation der Stadt, da die Ankunft der Neubesiedler begann. Es dauerte jedoch bis zum 29. Juni 1489, bis der Akt zur Gründung des Rathauses erfolgte. Es war auf dem heutigen Platz der Verfassung, wo das erste Gebäude speziell für das Rathaus errichtet wurde.
